About the ICLR: Bringing Legal Regulators Together
The International Conference of Legal Regulators (ICLR) is a network of organisations involved in the regulation of legal services. Since 2012 we have brought together individuals who lead regulatory, disciplinary and educational functions related to the legal sector. Ministries of Justice, Attorney General Departments, Court agencies, independent regulators, Law Societies and Bar Associations from over 40 jurisdictions and all five continents.
The conference is open to non-regulatory organisations who wish to contribute positively to the development of the legal sector and regulation in the public interest. Discussions are held on Chatham House Rules and the organisers reserve the right to limit admission.
This year is a pivotal year for the ICLR as it returns to London, where it all began, and we formalise the organisation into a membership association. More details will be available soon from the main ICLR website. In the meantime, join over a hundred regulatory specialists in London between 28-30 September for an essential update on the latest challenges, ideas and tools being used to regulate the legal sector.

Hong Kong 2025: New Ways to Regulate in a Changing World
ICLR 2025 was hosted in Hong Kong by the Hong Kong Law Society on 20-22 October 2025. The conference focused on the risks and challenges that regulators are facing, from changing business models and anti-money laundering regulation through to Artificial Intelligence and internal budgetary challenges. It also explored how regulators could rise to these challenges: From rethinking consumer complaints handling to getting more insight from data. Plus we also had fun at the Hong Kong Happy Valley racecourse!
Melbourne 2024: Regulating from Different Perspectives
ICLR 2024 was hosted in Melbourne by the Victorian Legal Services Board + Commissioner. Held in tandem with the annual Australia/New Zealand Conference of Regulatory Officers (CORO) this conference was a great opportunity for regulators to think deeply about diversity across many dimensions - from vulnerable clients and the challenges of cultural and social diversity in the profession. AI was also a major topic as regulators began to look at how it would be governed, how it would impact both the supply and demand for legal services, and how regulators might use AI tools.
